Whitley County Consolidated Schools was formed in 1990. The school corporation emerged from a trustee system that brought with it numerous building issues. The Board developed and has followed a master facility plan since those early days and remains on target to resolve all the building issues in a timely fashion. In the first phase, the Board eliminated K-8 buildings in favor of a new middle school housing grades 6-8. Next they built a new K-5 elementary school in the northern part of the county to replace a seriously dilapidated building, closed four buildings and placed a dozen portables around the other three elementary schools. The final stage in the elementary projects involves the renovations of Mary Raber and Coesse Elementary schools and the building of a new four-section elementary school at the Indian Springs site, Little Turtle Elementary School. This final stage will resolve all the remaining elementary building issues. When completed in the fall of 2004 the school corporation will have closed six elementary schools and will operate one high school (Columbia City High School), one middle school (Indian Springs Middle School), four K-5 elementary schools, and the Marshall Community Center.
